Beautician

Every natural person is eligible to register at the Beauticians Registry, provided that the Cyprus Beauticians Registration Council is satisfied that he/she fulfills the following criteria:

• Is a citizen of the Republic of Cyprus or a European citizen or a spouse or a child of a Cyprus citizen who has his/her permanent residence in Cyprus, at the time of the application’s submission;
• Holds a high school certificate or equivalent certificate;
• Holds a health certificate issued by a member of the Cyprus Medical Association or a registered doctor from the member state where the certificate was issued. In the second case the certificate must be certified from the appropriate authority in the member state where the doctors is practicing;
• Has not been convicted to a moral offense. He/she must submit a clear criminal record from the appropriate authority of the country of residence;
• From 01/01/2017 he/she must a) have a Beautician Degree or Diploma or Certificate which has been accredited by the Cyprus Accreditation Council or b) have a Beautician Diploma at least three years duration, issued by tertiary education faculty whose curriculum is evaluated from ΣΕΚΑΠ (Council for Educational Evaluation – Accreditation) or equivalent body in the country where the diploma was issued, which includes six months of practical training acquired before the end of study or c) have a Beautician Diploma at least two years duration, issued by tertiary education faculty whose curriculum is evaluated from ΣΕΚΑΠ (Council for Educational Evaluation – Accreditation) or equivalent body in the country where the diploma was issued, and six months of practical training acquired after the end of study. In the third case the professional will be practicing with limited fields activities;
• Before 01/01/2017 he/she must a) have a Beautician Diploma at least two years duration, issued by tertiary education faculty whose curriculum is evaluated from ΣΕΚΑΠ (Council for Educational Evaluation – Accreditation) or equivalent body in the country where the diploma was issued or b) have a Beautician Diploma at least three years duration, issued by tertiary education faculty whose curriculum is evaluated from ΣΕΚΑΠ (Council for Educational Evaluation – Accreditation) or equivalent body in the country where the diploma was issued, or c) has practiced the profession of the Beautician with good intention before 4th February 2000 that the Law for the registration of Beautician was set in force.

The registration application at the Beauticians Registry can be submitted either through the PSC Cyprus or by contacting directly the competent authority:

1. The application should be accompanied by the following documents:

   • Copy of Birth Certificate/or copy of Identity Card/or copy of Passport;
   • Certified copy of School Certificate;
   • Certified copy of a BeauticianΆs Degree/Diploma/Certificate;
   • Certified copy of transcript of the above mentioned Degree/Diploma/Certificate;
   • Certified copy of special training (if any) in the field of Electrical Epilation (Electrolysis) and/or varicose veins treatment;
   • Original certificate of working experience as a Beautician (self employed or employee) for at least three years before the implementation of the relevant Law;
   • Original Health Certificate issued by a registered member of the Cyprus Medical Association specializing in the field of Pathology or in the field of General Medicine;
   • Original Certificate of Clear Criminal Record;
   • Two recent photos;
   • Registration fee of €30 (payable through bank transfer).

The registration fee is €30 and is payable through bank transfer.

Upon approval, the applicant must pay the licence fee of €17 to the Cyprus Beauticians Registration Council through Bank transfer.

Administrative Action Against a Competent Authority’s Decision

Any person may file an Administrative Action at the Administrative court against a decision, act or omission of any competent authority or body.

Pursuant to Article 146 of the Constitution, an Administrative Action may be lodged within 75 days from the date of the decision or act or omission or from the day when such decision or act or omission was notified to the applicant.

The Administrative Court acts as a cassation Court and not as a substantive Court. In other words, the Administrative Court may:
I. Dismiss the Administrative Action
II. Annul wholly or partially the contested decision or act
III. Compel the relevant authority or body to take a certain action

After a decision is annulled, the authority and/or public body must reverse things back to the state prior to when the concerned decision and/or act was executed and reexamine.

Appeal Information

An Appeal may be filed against the Administrative Court’s first-instance decision within a period of 42 days from the date such decision was given.

At the Supreme Court (Court of Appeal Section) hearing, the contested issue of the appeal remains the legality of the decision or act already adjudicated for. However, such revision of the legality of the decision or act is solely examined on the matters and the extent that the two parties have limited the reasons in the relevant notice of appeal.

The decision adopted by the Supreme Court is considered final in relation to the matter that has been judged.

Registered Beauticians are obliged to comply with the provisions of the The Beauticians Registration 1999 (Ν.40(Ι))/99) Law, as periodically amended.
